Filler is fine, if you use the right procedure. Have you bumped out any dents? If you have them, they are most likely long and shallow in nature. These can be hard to bump out, if you don't have the right tools. If they are deep, then filler will be an enemy in the future. The hood is subject to alot of abuse(meaning it vibrates and is moved alot). If you are just filling rust pits, then you will be fine. As far as the hood goes, no filler heavier than a metal-glaze should be used. (1/16th or less) with a decent amount of primer high-build. Post a picture, let's see before you do it and maybe I can tell you what can be done.
