In my opinion you are right. I am not a tire authority but apparently the quality control is not always what it should be. Also, the bigger, more aggressive tires are harder to make perfectly round, it would seem.
But, doing this to a tire out of round will prolong its life and therefore save money back in the long run, so you would have to deduct that aspect of the cost.
