A dial caliper is accurate enough to figure the size, for new rings.

The taper to the bore is critical, and you can guestimate that from the ridge at the top. If the step is as big as a fingernail is thick, it probably needs a bore and new pistons. No step, and no chatter marks from a previous ridge reaming, bore is probably good for a re-ring.
