if they remove fully functional vehicles from the pipeline, they can put out bids for new vehicles. if the government worked on a profit motive, they would sell them on the open market to ready buyers instead of giving them away to municipalities or selling them as scrap. the funny thing is that these vehicles are sent back to the maker, re-manufactured & then sold as residue. lawsuits, from consumers that would buy them and hurt themselves complicate the issue. it a total disaster but only the tip of the iceberg when it comes to the govt.
