"mutilation must be witnessed and certified by DOD Surplus personnel at another facility. Title to the material does not pass to the buyer until the scrap has been mutilated. Buyer agrees to allow USG personnel to witness destruction"
Meanwhile our congresscritters are arguing about abortion and grandstanding and pontificating about whether to cut the budget of the Woodrow Wilson center for something-or-other or close national parks. How about selling perfectly good trucks, shop tools, and gen-sets intact as usable machines instead of requiring them to be shredded? Is there anybody in DC with a brain any more?
