If it sticks out of the splines, Chris's noose may work well. Tacking welding a rod to it would work. The concern is hitting the broken piece and not tacking to anything else. Whatever method you use, the next problem is to be sure, absolutely sure, all the shrapnel
from the break is removed. Hopefully you have a rear inspection cover you can remove and flush/wipe well. Flush the tube also.
