bed question

1st series, 48 B-1.
How are the wheel wells fastened to the bed if the fender is off? It seems to just be slipped over it, do I have a build up of crust and crud holdin it on?

Wanna find out before I beat on it and deform it. I just soaked it with penetrating oil to try to help loosen it.
