Why does primer stick better?

One fellow, Bob Flexner, dug out the chemistry of wood finishes. But I've never found any explanation of the chemistry of metal finishes. Oh, there is much crossover, like how molecules crosslink, making plastic out of reactive finishes (including oil based enamels). Vs evaporative finishes, like lacquer that stay soluble even when dry. The difference is 'cure' vs 'dry'.(thanks Bob.)

But my particular question is why do primers supposedly stick better? There are oil based, lacquer based, epoxy, and some more. I can see why acid-etching primers would, by virtue of the acid, but what makes an oil based primer stick any better than an oil based paint?
