1) Shotgun it -- try replacing this, and if it doesn't work, replace that, and if that doesn't work, replace the other thing, and then re-clean each connection, and ask a lot of people to guess what might be wrong

2) Trace through it and look for the right voltages at the right places until you find the one thing that is causing the problem an fix that one thing. It could be any of a dozen different things, and everybody will tell you what it was that was bad on their truck.

My experience with old dodges is that there is a poor connection between the pivoting arm in the tank, which is supposed to be grounded, and the bracket that it pivots in. Every erratic fuel gauge problem I've had has been solved by soldering a small coil of flexible wire between the wiper arm and the bracket. However, a lot of other things can also make your gauge stop working and the best way to fix it is to out-smart it rather than out-guess it -- take a meter and figure out exactly what's wrong before you start replacing and cleaning everything in sight.
