From what I can tell when I go to the coast, it's okay to go 40 on I5, but only if you're driving a hybrid, smoking pot, texting your friends on your cell phone, and you have some Obama and peace stickers on your bumper. For rednecks in gas-sucking polar-bear-killing American-made trucks, you're right, it's probably a hanging offense.
