Governor hunting is a carb mixture problem, often after setting for some time due to build up in carb leaning out mixture. It can be adjusted out if carb is equipped with adjustments. It may clean itself out over time or by using some kind of cleaner like gumout(if they still make it) I often get one that will start off primer bubble then quit. Removing air cleaner and stuffing a rag in the carb will make it run. After about 30 minutes the rag can be removed and it will act normal.
