We have a winner.

That is a Trico electric vacuum override pump. No electric windshield wipers needed! When manifold vacuum drops, points close, the motor starts, and an internal pump is driven to create vacuum for the wipers! Once vacuum returns at the manifold, the points open, the motor shuts off, and wipers get manifold vacuum as usual.
