Try twisting the open valves with a pair of pliers. And pour ATF into those rusty holes.

I just un-stuck the engine from that 'stretched carryall'. But it would turn about 90° with a hand crank. Then underneath to pry on the ring gear, back and forth, one more tooth each way each time. Squirt ATF in the spark plug holes. Some rust in the cylinders, but it was the valves that really held it back. I hope I didn't break any tappet 'heads'. Sand paper the cyl walls.

Oh, the intake was loaded with crap. Rust, old fuel, dunno what was in the mix. Much soft carbon in the head, might not have been running well for long time. Incrementalist that I am, I'll see how it runs before I decide whether to rebuild or convert.
