Here is how I pull stumps:

I dig as much dirt as possible from around the base of the stump. If I am using a shovel, I dig until I am tired - or just tired of digging. Then, I saw or chop away as many of the roots as I can, with the goal to reach the tap root and be able to chip away at it somewhat. I then wrap a choker "cable" around the stump as low as possible, preferably around the roots.

I roll a large diameter old or damaged wheel (tractor wheels work best) up to the stump. If the wheel still has a tire on it, the tire needs to be deflated and if it is soft and falling to pieces, that is even better. I then run the choker cable straight up and over the wheel. The larger the diameter the wheel is, the longer the distance the cable will travel straight up. From the wheel, I then run the choker cable to either a chain attached to the rear of the truck or to a snatch block so I can double back the winch cable (I prefer using the winch cable with the rear of the truck chained to a dead man).
The larger the diameter of the wheel, the larger the radius the choker cable has to bend around.

By double lining the winch cable with the snatch block I am slowing down the process and allowing the winch to exert twice the force. By using the tractor wheel I am pulling straight up on the stump (at least initially, until the wheel starts to roll away from the stump as the winch cable is drawn in) and I am pulling the stump vertically OUT of the ground rather than trying to pull it horizontally THROUGH the ground.
