As Kaegi and GM mentioned, find some manuals (VPW and ebay are good sources), and be sure and look over ALL of Phil's t137 site. There is carburetor information in several places there. While there, or from the link at the top of the page here, search through Phil's Archives. All of Joe's Forums are archived and can be searched. We have talked a lot about carburetors and governors over the years.

Keep in mind that the Power-Wagon used two different governors that served two different purposes - the carburetor based velocity governor, and the belt driven mechanical governor. Each is unique. There were also two different velocity governors - the integral type and the sandwich type.
