If it's stock military, the M37 has "klixon" type breakers mounted on a rail behind the instrument panel that reset themselves when the overload is removed. The 3-lever light switch has its own breaker inside it for the light circuits. They should have already reset themselves.

Best start at what he arced and work your way back towards the battery from there. He could easily have burned up a wire. Once in a while a short will open up a bad connection that was already loose. You'll find that just by wiggling everything.

If he drew a significant arc, he must have shorted something upstream of the breakers. The wires to the breakers are connected together through the 4-pin plug on the regulator. The fat wire from that plug goes to the battery via the starter. You could also start at that end, and check for voltage. If you have voltage going into the regulator but not out, for example, maybe something inside of it burned up. Fortunately it's easy to take the regulator apart and look. Look underneath the board that holds the 3 coils -- there's quite a bit of stuff under there. On the other hand if the ignition circuit works but the lights don't, then the fault can't be in the regulator, but could be the wire downstream of it to the light switch, or inside the light switch. The internal breaker within the light switch is sort of a flimsy deal and I suppose it could get fused by a sufficient short circuit. Unfortunately it's hard to get the light switch apart. Anyway, poke around and you'll soon find the problem.

Of course if the wiring has been civilian-ized or bubba-ized, all bets are off.
