Happens here all the time. I live on a blacktop, and we are not far from (in either direction) gravel crossroads that seem to be a magnet for such. What I don't like are the ones who show teeth. They are scared and confused and not sure who to trust. Unfortunately, if they came from people who could dump them, they probably came from people who beat them, too.
It's sad.
