As Bigngreen suggested, use an electric core drill and drill a series of 3", 4" or 5" holes around the perimeter you want to open up. The core drill is 120 v. does not use much water, just enough to keep the bit spinning and will go through the hard river rock much better than a bull point. The hydraulic chain saw is another sound option, if you can find one.
