I thin height shoudl be measured when bolted to the flywheel. unloaded doesn't necesarily translate into the same difference installed. the geometry of the arms could be completely different. I had a battle once on my WC52 with a rebuilt unit and had it out multiple times and finally decided to test the resistance of each arm. 2 were fairly easy to push down but the 3rd one was twice as hard to push. it turned out to be that the rebuilder had put heavier springs in that section of the pressure plate. so when I pushed the clutch it would bind up and not release the disk.
