Everything sure points to the regulator being misadjusted. In these numbers, the regulator is applying full voltage to the field. You have .9 volts drop from the regulator to the battery through all the wiring, the ammeter, etc, which is a bit higher than you'd normally expect but you're pushing a lot more current through than normal too.

An unusually high battery voltage can indicate a bad (sulfated) battery that isn't taking a charge, but that's not the case here because you know from the ammeter that you have lots of current going into it. Once you fix the regulator, you'd best check the electrolyte in the batteries and top each cell off with distilled water. You've probably lost quite a bit with the over-charging.

Have you tried adjusting the little black knob on the voltage coil yet?
