OSPHOCOAT on rusty trucks ?

Thanks for all of your input on clear coating a rusty truck. Here's a new one. My stuff is just surface rust. I live close enough to the ocean that it wil continue to rust more than I would like. If I osphocoat and then paint over it will in stop the rust. I'm not looking for a pretty finished product, just rust stoppage or slow down :-) Thanks guys. Kurt
