give it a tune up , new plugs , cap and rotor and new wires .
run lots of methal hydrate in your fuel .
( this will lean out your mixture )
if it still doesn't pass find a couple of air pumps and intall them on the engine . this will provide more oxygen for the cat to burn the fuel , AND will dillute the mixture going out of the tailpipe . ( i worked at a ford dealer a few years ago where a mechanic there did this to his old truck ( the alcohol and air pumps ) and he easily passed , and his truck burned a fair amount of oil ) .
