Ugh, California! I don't envy you. I hear they actually look under the hood there. Here (Seattle) they don't even use the dynamometers any more. They just make you run at about 2000 rpm with no load. All the new cars pass so it's really just a revenue stream at this point.
Your numbers seem awful high. Are you sure you don't have one cylinder never firing (check your compression) or the choke stuck or a soggy carb float or something equally "broken"? I don't know if the alkyhol will fix it when it's that bad. Regular denatured from a paint store is what you use. Sometimes it's sold as "alcohol lamp fuel", sometimes "shellac thinner". Don't use "isopropyl" or "rubbing" alcohol. Good luck!
