After 23years of service your cat is beyond yousfull sevice. It is time for a replacement.The reading you gave use was 700 HC possible? Make sure your ignition timming is correct an not to far advanced.The fuel mixture should be around 1%CO . No other vacume leaks . Engine oil fresh and clean.Good spark plugs and correct gap.Check PCV valve make sure it a factory part!!! No other valves will do!!! No aftermarket PCV. Hope this helps .Keep those DODGES RUNNING .
