standard of the industry is to replace rivets with the next size larger bolt- you'll probably find the rivets are an odd size any way, drill out to nextsize. But it seems that you'll have to strip the frame any how to get access so you might as well replace both sides- the whole frame.reccommend you don't chop up a good frame to get one side till you have the bad frame rail off, then see whats left to do to thing as a whole frame. good luck, have fun.
