Some states require junk yards to have a dealers license if they sell any hulks. Oregon does not. Thus a junk yard can sell project cars.

In most cases, though, the junk yard is merely shining you on, because most can sell the wrecks but don't because they can make far more in parts.

There are good frames around. Call his bluff. Ask him what he wants for EVERYTHING except the frame, and that you'll strip it yourself. Then torch everything off the frame, assumming the bolts are rusted (they usually are) and get a frame with a good title or use the truck solely for parts. If he balks at that, then more likely than not he's going to try and get max return for the parts.
