Iron needs oxygen and water (for some hydrogen) to make rust.
Rust is NOT cancer, it needs to be fed to keep growing. So, your friend's hood is sealed, and won't continue to rust. Except that the rust is soft and grainy, the paint won't stick, it will crack and flake, then air and water will get in and feed the rust.
Your friend wasted his time and the paint.
