It looks like you have it setup so the throttle is full open from what I can tell. What is the carb off of? Disconnect the linkage and start it. I bet it will be at idle. You may need someone crank it while you give it a little gas at the carb.

You are missing the piece at the base of the carb that allows it to mount 90 degree from what you have it. Having the cab turned 90 degrees like you have flips the action of the linkage.

Remember on the PW carbs in the correct position and without the linkage return spring (going to the firewall) in place the carb will be at full throttle due to it's spring design (bad design as far as I am concerned). The linkage return spring pulls the throttle into the idle position. If you have the linkage set up correctly for the governed carb, if you disconnect the linkage the linkage arm on the carb will rotate to the full open position. In other words, when you connect the linkage to the carb then attach the linkage return spring the carb linkage arm will rotate to the idle position.

One other way to state it is when all the linkage is disconnected, the carb will be in the full throttle position. This is due to the spring setup on the lower section of the carb/governor.
