The fuel gauge uses a "balanced" pair of coils so that its accuracy shouldn't depend on voltage (very much). The main issue with voltage and the fuel gauge is that 12 volts will burn it out. Experience seems to be that 8 volts doesn't hurt it. Actually, although the nominal "idle" voltage of a fully charged lead-acid cell is 2.1 volts, it's normal to set the regulator to 2.4 volts for charging. 2.3 volts is a safe float charge that can be applied forever without overcharging the cell. An "8 volt" battery has 4 cells, so you'll want to set the regulator for 9.2 to 9.6 volts. It's hard to get a mechanical regulator to hold to better than half a volt, so don't try to work too much magic into the adjustment.
