As I said before the digit before the 25 is the one that gives the year.
Check out this image, it is a 1967 WM300 engine, I am not sure why the stamp is so weak on this engine but if you read closely you can just make out that it reads B251.
B = 1967
1961-68 is R,S,T,V,A,B,C,D so your friends 1964 should be V. Some engines might be stamped things like RT or ST, and they may be 25 or 251, I have seen both.
