They're too busy selling off spectrum to broadband telecom companies for billions of dollars, getting their shorts in a knot over Janet Jackson's nipple, and helping Clearchannel and their ilk to take over the broadcast bands, to worry about what a few yokels are doing down at 27 MHz. Back in the heyday of CB, a friend of mine had a job in Yakima putting 1000 watt linears on the logging trucks, and the FCC didn't even care then. Now that the license requirements for CB are gone, they've abandoned all interest in it.

By the way, the other thing they don't care about is GMRS, those little talkabout walkie talkies that everyone has. You'll notice they have some low-power ("FRS") channels and some higher-power channels. By law, you're supposed to get a license to use the high-power channels and you're supposed to announce yourself by call sign when you use them. Nobody does, and the FCC no longer cares.
