A couple of things to consider:
1) You didn't mention tire size. That can be just as important and a lot cheaper to change than gear ratios.
2) A too tall gear will cause the engine to "lug" and hurt fuel economy just as much as a too low gear.
I just went from 3.73's to 5.13's (with 35" tires) and my fuel economy improved by 2 mpg). It all depends upon tire size, transmission ratios, gearing, engine cam, carb size, etc. etc., there is no 'magic bullet' but a combination of bad choices can add up to really hurt fuel economy.
