Nick,
I put it on the floor on top of a couple of dowels (out at the edges)and stepped on it to put in a small arc. Then fine tuned with a hammer. When you weld it in, just spot it every inch, manipulating it in and out as needed, it will conform just fine. You are putting plates over both sides anyway. Done this with both Power Wagon and M37 fenders.
