Cowl light question

I installed new cowl lights that I purchased from Vintage (3 wire, yellow, red, black) to replace my old ones. I grabbed switched power from the fused (20)headlight switch. After having the headlights on and the cowl lights my fuse blew and all the lights shut off.

Is it acceptable to go with a 25A fuse?
