Broaching keyways in steel is no problem. We used to do it all the time in the machine shop using a big honkin arbor press. The trick is to keep everything square to the press so the broach does not bend and snap into pieces and go flying off into the next county. Most broach sets have shims included so you can take off only a small amount of material with each pass. Add one shim, take another pass, add another shim, take another pass, etc. Depending upon the broach, you may be talking about taking only .010 per pass. You want to broach the assembly after the sleeve is pressed into the new bore and the assembly is bored to fit the shaft. The sleeve needs to have enough of an interferrence fit in the bore to assure that the broach will not push it out.
