Flatheads have more retarding power per HP than modern engines. Not sure why. Maybe the cam grind? Anyway between the low gearing and the flathead motor, I can't imagine a situation where you'd be going down a hill so steep that you'd need to use the service brakes if you picked the right gear and kept the GVW within rated limits. If you did have to use the service brakes, they have a lot of heat-dissipating area for the weight of the vehicle so I can't imagine them having any problem with the occasional extra-steep part. Diesels don't have nearly the built-in retarding power of gas engines, which is why they benefit from exhaust brakes and jake brakes. Adding such a thing to a gas engine on a light truck seems like a solution in search of a problem to me.
