Instead of our usual single layer convex plug that gets expanded with hammer blows, those were two convex discs and a bolt. Tightening the bolt squashed both discs expanding them to tighten in the hole.

The outer visible disc is soft copper and is formed over the edge of the inner brass disc, so the brass really seals by squashing the soft copper in to the block.
