I have to ask what do you consider the off position? I have seen people think that the key turned all the way to the left is "off" when actually that is the Accesory position. the middel is the "off" position. right is run, left is acc. The mistake is made more often when the key wears out and is removeable from the acc. position. Key should only be able to come out when in the center or off position. usually power wagons do not have anything hooked up to acc. but as old as your s is anything could be possible.
