Somebody has to re-think their process.

There are different ways to produce parts, depending on quantities expected.

You would only ever sell 100 of them, at $300 each? $30,000 total? $100 profit, $100 to produce each one, and $100 tooling?

You don't need precision ground dies for such a short run, some kind of weldment would work . Or perhaps metal spin full circles, cut them in half, roll crimp the wire edge into them. Try Toledo Metal Spinning?

Or, some kind of rolling system to make the radius and the compound lateral curve, like even an english wheel? Could be done to current production trailer fenders.
