what i belive happens is the fluid acts as a bond between the shaft and the bushing, actually assisting the magnet drive making it read incorrect. i have highlighted in red where the fluid causes the problem. you can easily do this as an experiment on a speedometer if you have one loose. just run your speedo with a known rpm [drill],note speed indicated. then spray some wd-40 type lube into this area. it will run twice as fast when you run at the same rpm. you can fix it by blowing it out gently with an air nozzle.
