too much lubrication where it doesnt belong. after i finshed my first speedometer rebuild, i tested it and it was running almost exactly twice as fast as it was supposed to. i tried to calibrate with no success. i dissassembled it and found i gotten some lube in the hole that the shaft rides in. once i dried it out and reassembled it, it was fine. when i rebuild a speedo now i make sure i spray into that area real well for cleaning out bug parts and debris. it runs twice as fast as it is supposed to until i blow out the excess lube with an air nozzle, then it returns to normal speed and can be calibrated.the link shows some pics of the shaft and where it rides.
