ot what's the best way to do a roof garden

I have added second floors(concrete) to part of my house and won't be able to build the rest for awhile. The rooms below get quite hot so I thought a roof garden on top maybe jut the answer but not sure about the best way to water proof the concrete floor other than tar and then I guess the thing to do would be put a layer of sand for drainage then the top soil. Any suggestions from knowledgeable folks in this area would be greatly appreciated
