'01 Dodge steering wander...kinda long

The death wobble post got me thinking that I never posed this question to you guys.

My '01 2500 CTD 4X4 has had some pretty wicked wander since I got it. It was especially bad when hauling my Jeep (flat tow) back from Colorado with some fairly high wind. Wasn't too bad heading out there. Whenever I hit a bridge expansion joint, the thing would almost pitch me into the other lane, it was dramatically eased when I gave it some throttle as I crossed them. At the time I figured it was partly from the Jeep being wheeled pretty hard, I think I damaged one of my leaf springs...but after unhooking the thing, it drove just fine. On a whim I swapped out the wheels and tires on the Dodge and that helped, it had brand new (under 3000 miles) Toyo AT's which never seemed to not look squatty, even at max inflation. I put 265 Pro Comp Extreme AT's Load range E on it and that took care of about 80% of the wander but there is still enough to iritate me. I can't see any loose joints in the front end, the track bar was new a couple months before I bought it (reciept was in the glove box to prove it)....is this the infamous frame flex?
