Even with a high amount of experience directly in the field of a-n-a-l-y-z-i-n-g structural failures, nothing is absolute. I apologize for dashes, the word police don't like this word due to a smaller word contained within this word. Anyway, here's the easiest to find bit of info I located on the building in question:

>>>
On September 11, 2001, 7 WTC was damaged by debris when the nearby North Tower of the WTC collapsed. The debris also ignited fires, which continued to burn throughout the afternoon on lower floors of the building. The building's internal fire suppression system lacked water pressure to fight the fires, and the building collapsed completely at 5:21:10 p.m.[1] The collapse began when a critical column on the 13th floor buckled and triggered structural failure throughout, which was first visible from the exterior with the crumbling of the east mechanical penthouse at 5:20:33 p.m.
<<<

I certainly don't know enough about how a building suffers structural failure to hazard even a guess. I know there are thousands of self-professed experts on the matter these days. I believe very few exist in reality.

I'd bet that most folks prior to 9/11 did not realize that a fire could bring down a steel building. I did not, but upon realizing it, it seemed elementary. Heck, just look at what a little fire did to the springs on the back of that Carryall thing Chris Case went and looked at a week ago or so.
