A bit of preload is usual on tapered bearing. Keeps them tight as they wear. But use paper gaskets, they are more stable. Assemble one end, gasket and all, then fit up the other end and check the clearance under the cap with feeler gauges> then add gaskets as close as possible to whatever thickness is measured. Squishing the gaskets ought to good pre-load.

The cork gasket is probably for the sheet metal cover plate when no pto is installed?
