318 issues

I was given a 73 W100 with a 318 and a 2bbl carter as one of those you can have it if you can make it run kind of deals. I got it fired up but it runs rough and before I sink a bunch of money into it I have a question. There is an open port in the passenger side head across from the choke thermostat heat well that dumps exhaust out of it. It looks like the intake manifold should cover the port but it doesn't. Is this an intake manifold head mismatch? If so is there a 2 bbl manifold that will fit the heads.
