We need to know more specifics. What model truck do you have, what governor and carburetor models are you asking about?

Assuming you have a '46-'60 WDX-WM300 model civilian 1-ton Power-Wagon with the ET1, ET2, ET4, E7F1, or E7S1 Carter CARbureTER with integral velocity governor, what you describe is exactly what you should experience.

The geometry of the internal governor springs and linkages on these particular governors are designed in such a way that the throttle plate is forcibly rotated to an "open" position when the external throttle linkage is disconnected. It is the coil extension spring on the throttle linkage that counteracts the internal spring of the governor and causes the throttle plate to close.

If this is the carb and governor you have, what you describe is correct, though, you may still have some parts hooked up wrong. For instance, your idle speed screw and the linkage it mounts in may be assembled backwards. You should be able to back the screw off far enough to set the idle low enough to cause the engine to stall.
