I had some retreads with pretty rotten casings but unworn tread that I wanted mounted up once, and Les Schwab wouldn't touch them because they said they were too dangerous. Went down the street to one of those hole-in-the-wall used tire shops run by a bunch of Mexicans with hub caps all over the fence. They didn't care about the condition of the casings. Split rims didn't faze them a bit. $25 was what mattered to them. The guy went to air the first one up and I asked him if he had a cage. He said no, but then decided to stick it under the bed of my truck while he aired it up. I guess that's what passes for a cage in Mexico.
Everybody here always suggests Les Schwab, or "a real truck tire place", but if you don't have either of them, give the ratty looking Mexican used tire joint a try. There's one in every city.
