Two possibilities to check:

Many impact wrenches have a way to adjust the maximum amount of torque that the wrench will produce. Some of these "valves" are as innocent looking as the swivel that the hose hooks onto at the bottom of the handle. The obvious ones have a knob on the bottom.

Also, most impact wrenches have a way for the barrel to screw into the motor assembly (to allow the replacement of motor vanes). These will loosen up over time and allow air pressure to leak by when the trigger is on. In many cases, you can merely tighten up the motor housing to get your torque back.
