The big shoe always goes to the rear.

The shorter shoe really only serves to shift the brake backing plate rearward (if you are travelling foward). This rearward shift is what forces the rear brake shoe lining against the drum. Only a small portion of the front shoe touches the drum on a single piston wheel cylinder. As soon as you take your foot off the brakes, the whole backing plate shifts back to a centered position via the springs.

It all works opposite when you brake backing up.
